Projects where self-assignment (an actor picking up a ticket without it being explicitly assigned to them) happens disproportionately often. Healthy in self-organising teams; suspect in teams with formal assignment processes. Counts only projects that had at least one assignee change in the selected period; a project with no assignee changes is not counted either way.
