Consistent Actors(4.5.4)

How many contributors show consistent week-over-week activity. A higher count means a more sustainable workforce; a low number with high concentration means the team relies heavily on a few engines. Actors without enough history to measure (a single active week) are excluded from the count, not assumed consistent. The average covers complete weeks only. The week in progress is shown as its own bar but does not enter the average.
