Half of your delivered tickets went from creation to delivery faster than this number, half took longer. Only tickets whose closing status counts as delivered under your organization's terminal-status settings enter the median (a MetaFrazo default reading of the status name applies until configured); discarded and canceled work is counted separately, not as delivery. Median is the right measure for "typical" cycle time because it ignores the long tail of outliers.
