An actor who becomes newly active in three or more projects within the selected date range has expanded their operational footprint significantly. It may reflect a role change; a reviewer could ask whether that access was granted on purpose and where that is recorded.

What you can conclude

• For an actor newly active in many projects at once, the question is whether each one needs that access and where the change was approved.
• Gradual expansion across projects over a longer period looks different from sudden multi-project activity in a short window, and the second is the one a reviewer usually asks about first.
• A chart with no flagged actors means no actor became newly active in three or more projects in the selected range.
